It does appear that mixture screw is out too far making it run a little lean so I'm going to turn it in to allow less air and richen up the pilot circuit. Should be skoookum!   :D

Unless you are running early carbs on your 78, those are actual mixture screws, not air screws as in earlier years.

These screws meter fuel....
IN is to lean...
OUT is to richen...

This was straight from Hondaman...says it is an air screw. In to lessen the amount of air = rich  or turn out to increase the amount of air = Lean

"So, start by using the 1977 F2 settings, and consider possibly going up to 1/4 turn more outward if the pilot jet is #38 (stock) or go 1/4 turn inward if it is bigger. The actual working range of the idle air screw is only 1/2 turn total (like from 1-3/4 to 1-1/4 turn, for example), so getting the RIGHT size idle jet makes all the difference here. Beyond that narrow range, the mixture becomes very uneven, whether too rich or too lean, and the bikes don't act like you might suspect they would."
