1971 CB500 Four Kickstarter Rachet System

Did a search but didn't find exactly what answers my question.  During this rebuild the crankcases were separated and everything inside inspected, measured, new cam and primary chain installed, and then reassembled.  Never took the kickstarter shaft assembly apart, it appeared ok. 

Now, I'm looking at this and if I turn the kickstarter shaft in the direction it would move if starting the bike it rotates the shaft the clutch turns on, as it should.  But, if the kickstart shaft is allowed to return to it's starting position and I turn the clutch shaft as it would with the engine running I can hear the rachet mechanism.  The transmission is in neutral.  It should disengage and stop making the racheting sound shouldn't it? 

I'm wondering if I failed to get the rachet stop arm hooked up into it's place in the crankcases, as I think it shown in this photo I borrowed from another thread during my search.  Would that cause this?  If so, could I remove the oil pan and take care of this, or would I have to separate the crankcase halves again?  Thanks for any advice.

(edit: or am I just not understanding how this mechanism works?)

Here is where I'm at for reference.   Easy to backtrack still if something's wrong.
