I would guess that it wouldn't raise the value much, dunno.  Depends on whether the piece on evilbay is specific only to sandcast or if it was the same on other bikes (or he's lying).  never know these days

For a European spec 750, its a must have if you are doing a total restoration. Some will gladly pay that to have a Day One bike when done and enjoy it as a nostalgia piece. Others, restoring for sale only, will factor in the total sale price of the bike when its done to flip it and realize that they have to invest that amount of money to reap the big bucks at sale time. The average Joe building a rider will pass on the big buck item and get a reasonable facsimile to fill the void.
