Compreasion queation: noob style

Ok so noob question here I'm sure. Did a compression test on my 72 cb 500f. Throttlw wide open I'm getting 150 across the board...but at closed throttlw number 3 is only getting 60 where as the rest are getting 145. Whats the commen cause of this, rings or valves not seated right?

Compression test with the throttle closed would probably be an indicator of your carb. sync more than anything else.
Screw the idle screw in a few turns and see if it evens out. dont forget to lower it before you restart it.
Full throttle comp test, and then again with a few drops of oil in the cylinders, to pick up dry ring leaks.
Search for Leakdown tests for a good diagnostic test.

150 even, sounds good, if you're searching for smooth idle check your carb sync.
