Looks like the rust on your wheels is just surface rust so far, that's good as it means the metal hasn't been eroded too badly.
You can buy "rust converter" sprays that will neutralize the rust and/or convert it to an inert form that you can then paint over safely. Naval Jelly does the same thing, in paste form.
If you're going to be painting the rims, go ahead and hit them pretty good with some coarse paper, say 220 or 320 or so, to scuff up the remaining chrome really well, that'll be the main thing that causes you adhesion problems.
Eventually you'll want to replace those spokes, they don't look that great. If you're planning on doing that, strip the wheels down and paint the rims separately before you reassemble with new spokes. While you're at it you can then also inspect the INSIDE of the rim to see if there's any rust there, sometimes moisture can work it's way in between the tire and the rim and cause rot from the inside.
As far as the frame, rust removal is pretty much the same wherever you do it: Mechanically remove any loose rust (sand it down), neutralize the remaining rust with a converter (the aforementioned spray/gel), repair any excessively degraded metal (weld if necessary) and then it's just finishing work (paint).
