Yes prices are probably cheaper up north in the rust belt.
I was offered this bike, remember I know nothing about CBs, I know there is something wrong but should I just run away or there is no big deal?

Look around the Four Corners area and if you're going through Phoenix, in this order: Flagstaff, Prescott, Phoenix, Tucson, Yuma.
