I just checked mine and it does appear like that too....
And I noticed that the back brake seemed to suck when i put it on, and i wondered why.
So i measured a spare ribbed plate, the center part measure 1.7 in, or 43 mm..not sure if the one I mounted is the same.. And there is a steel insert on the shoe side.. Maybe it should be cut down to get it to fit further in.? Sounds like I may have screwed up and given bad info..
Question, if you have shoes on the plate, put some masking tape on the shoe, mount with axle thru center, and turn while lightly moving the brake arm..that should score the masking tape and show if part of the shoe is not contacting.. Maybe my braking was reduced due to not full contact, and riding on the ridge at the raised edge of the cast iron brake surface.
