Tapered Steering Bearings Thread

I have educated myself on previous posts but have a question. I am installing tapered bearings on my '70 750. The new races are in. Washer is on stem and seal is on top of it. Should the new bearing slip on (mine will not)  or will it have to be pressed on? If so what is the best/proper way to do that?

Bearings are the Japanese version that I purchased from Parts-N-More.

Gentle tap on, not slide but not tight press either

On later models which came with taper rollers stock, Honda recomends torquing to 36ft/lbs to seat bearingsthen adjusting by hand to get smooth operation

Well, I did a search on this topic but still a little confused on what I need to remove before installing the new bearings.

Do both metal pieces shown below in top stem view and bottom stem view need to come out or just the outermost piece(bearing race?).

Here are the pics....

If both need to come out do I just pound out with hammer and a wood/metal dowel?
