cb750 clutch doesn't do anything when pulled

Ok guys, first time bike build on a 73.  Never rode this bike so I can't say this wasn't an issue before

Basically, I replaced the clutch lever and cable because I bought new handlebars.  I had the cable adjusted what I thought was right, and when I put the bike in gear and pull the clutch lever (all actions are working fine) it doesn't seem to want to disengage the bike from the gear.  What might cause this issue?  Btw I'm doing this with the bike off, like it's off and I put it in first and try to disengage the gear by pulling the clutch lever but no joy. Could the cable be too long or something?

try further adjustment under the clutch cover/and the lock nuts at that end of the cable.
plates could be stuck.

How long has the bike sat? Have you looked at the clutch? Any chance they are stuck? Was it working before you made changes?

Dry clutch. I have an old one that still gets sticky if it sets too long. Rock it back and forth in gear, Once, I hit the starter button in gear with the brakes holding it, probably not recommended.  You might have to take the clutch apart and soak the discs in oil if it's stuck really hard.

It's been sitting for a little over a year now with low oil.  How can I tell or unstick them?  The cables are new so It can't be that. Eh I don't know if it was working before, I never rode the thing before i started to take it apart haha.

if they are stuck, how would I unstick them?  Rocking it back and forth in gear?
