First project: key doesn't work

Technically second project, my first is fixing the front brake but I am already working on that because I couldn't figure this out. 

My question is related to the key not working.  I can't seem to get the key to work in the ignition or the seat.  It goes into the slot and seems to fit, but is very loose and does not work.  No amount of jiggling/wiggling can get the ignition to turn.  I don't want to force it, but I can't get it to budge.  I personally think the key is the wrong one for the ignition and seat, but the PO swears it is the key that fits the bike.  I sprayed lubricant in both locks and it didn't help free it up. 

What are the suggestions for getting a working key/ignition?  Find a used one?  Get rekeyed (is that even possible)?

have you checked the block connector between the ignition and the rest of the harness?
have you done any maintenance on the harness?
what is the state of your battery?

Check the number on your key (stamped on it). Then compare it to the number stamped on the igntion switch. It may be behind the body of the switch. Also may be a number stamped on the seat lock plate to verify it.

Once you do locate the key number, you can get replacement keys via that number.

Does the key fit steering lock ?. The PO seemed to think it was for he bike..

Correct, it doesn't turn in the ignition or the seat. 

Not to sound dumb, but there is a steering lock?  Where? 

I will check the key and ignition switch for numbers and report back.

Steering lock is on front end, on side of forks, behind headlight

Key doesn't work in any of the 3 lock locations.  Key is not a Honda key and does not contain any numbers on it.  Numbers on the ignition lock are T6364.  Numbers on the steering lock and seat lock are T1564.
 
Now the numbers on the steering and seat lock are both located right on the piece where the key inserts.  The number I see for the ignition lock is actual around the collar of the lock where it has "OFF" and two dots.

Search on Ebay for that lock # -- there is a guy out of Texas that sells 'em for $12. With me he's 2 for 2 so far.
