I bought my CB750 for $700, non-running/titled, but I knew I had the ability to get it to run once I made sure it turned over and shifted thru the gears. Everything else could be fixed with time and $.
I had the time, and because my my wife share a laptop, I wont post how much it costs to bring back to life.
Its been a very reliable bike ever since.
Non-running...I wouldn't drop over $1000.
You'll need to budget at least up to that amount just to get it roadworthy, and safe.
