New Clutch not completly releasing

After a complete 77' 750k rebuild, the clutch is not completely releasing. Adjusted with almost no slack left , the gears are still moving when the lever is fully compressed. I removed the clutch assembly and started to measure things as all parts are from china I'm sure. the friction discs measure at 3.65mm, more than Hondas range of 3.42 -3.58mm. I can not  find any specs on how thick the plates should be, any one know? This thing really clunks when put in gear however once in gear, it doesn't seem to want to crawl. Any thing to add, Please do, I sure don't want to out this thing back together until I have this thing figured out.
Don't try to make sense out of what don't make sense....

On the work bench, the clutch will always drag a little. Gears and shafts will spin a little. That's why its called a "constant mesh" transmission. On the bike, not so much.

Engaging first gear is always a crunch. Good technique, allowing the engine to idle before engaging, don't blip the throttle as that will get everything spinning again, will decrease that to reasonable levels.
