Just to be clear: when you install the stud into the block, torque is 8#. The head nut is torqued to 15# in stages. First use about 6# in sequence, then 11# in a full sequence, then finally 15#. If you're using a new gasket, it is also "best" to let the torqued head stand overnight, then loosen all the nuts (again, in proper sequence) and re-torque to a final 15#.
If you attempt to torque the studs themselves to 15# in the block, you run a great risk of shearing the stud AND/OR tearing the threads out of the block.
