I made it to the guy's website and it says:
Splinter Road -- a feature film about 1920's motorcycle board track racing, developed in partnership with director Mic Rodgers and actor Matt McColm.
Drat, darn and dang!!! Netflix doesn't have it. :-( And there seems to be precious little information about Splinter Road on his site, nor does there seem to be contact info to drop him a line (the contact info. listed is for his Acid Test project). Mebbe the video is a preview for the documentary which isn't quite done yet. (I've seen previews for unfinished documentaries before.)
I don't think this is going to be a documentary, but rather an actual movie (actors, story/plot, etc) based on board track racing. If you watch the short video again, at the end it says 'The story that follows is based on true events.' That leads me to believe it's going to be an actual movie such as 'The World's Fastest Indian', which I thought was excellent btw.
If there is no info out there, the guy probably made this to shop it around to the various studios. I for one hope it gets picked up and developed... if it hasn't been already.
