It's been my preference to have the Scope tilted towards the rider some. I've tinkered with a bolt on mounting bracket to the front of the triple, with a 15* tilt for the Scope. That should keep the back of the gauge and its wiring away from the headlight shell.
This all depends upon the length of the headlight ears an how far forward the bucket sits. If the gauge is too flat, it conflicts with the back of the bucket.
As for your bars, if you're going to mount them in that way, why not use custom fork clamps and clip on style of bars? The mid section of the bar is superfluous since it doesn't seem to lend itself for a useful mounting area. Custom clip-on clamps would be the route to take with your approach in my opinion.
