I worked in a body shop for a while.
Usually for repaint jobs we just scuffed the old paint and sprayed over it, that was the easiest way. I painted a bumper for Camry myself at home using sandable primer and exact match spray from Autozone and clear coat from TSC - Meijer is the brand I believe.
Not hard, but PITA to keep it all clean and minimize the dust.
Anyway, if you strip it, sandable primer is your best bet, use aas many coats as needed, sanding in between. The best trick for sanding is to coat it with light dust of black cheapo paint and sand away till the black disappears, thats how you make it smooth. And spray primer again and black agian and sand it smooth and keep going at it till you are happy with it. Sanding using a block of course, never just paper in hand.
Before spraying paint - Exact match is close enough imho and better than mixing it yourself - wipe it down with Xylol or similar nasty #$%* at least twice. After that we used antistatic wipe, they can be had from a body supply shop.
The trick is to spray paint like you are almost running out and need to cover the most with it, once you get run offs you are up the #$%* creek.
Also you gotta paint it indoors with minimum air movement to minimize dust and bugs getting caught in the paint. Some people make improvised paint booth in a corner of the garage using plastic sheething, plenty of ideas come in google search.
