Those look like '73-76 forks; you can tell by the caliper mounts. '72 and earlier have the mounts like on the left in this pic:

Is it true that 1970 and 1971 cb450 and cb 750 forks are the same/interchangeable?

They are but tube is about 3/4 shorter, and spring may be different. 2 types 70 used same as KO fork , the 71-72 should be same lower leg for 450 and 750 .

If a cb450 lower is the same and tube is shorter, I'd be down! Wanna use stock wheel and caliper
