Oil pump shaft seal stuck

Inspecting the oil pump and the shaft seal was so hard that I thought it was grooves in the metal at first! So of course, the second I touch it, it crumbles. Damn thing is stuck in there tight; tried dental picks, screwdriver, an actual seal puller (albeit probably for larger seals), blind bearing puller...I can't get the metal ring out.

It's soaking in PB blaster right now, but is there a trick to this thing?
