Remove powder coated bolts from fender?

I had my fenders powdered. I put dummy/place holder bolts into the rear fender threaded points to make it clear to 'look out for them'. My guy said he was going to put some rubber stops in or something. Anyway, bolts were left in and powdered with fender. I can get an allen into the bolt head on the top side of fender BUT the threaded section of the bolt coming through underneath of the welded on 'nut' is also powdered. How can I get these out? 4 on back side of fender, 2 fender sides. I haven't called him up about it yet.

If you try to spin it out with powder coat on the threads it will ring off powder is some tough stuff. Do as suggested by calj737 use a razor blade to cut the powder around the nut so if it cracks it will stop there and not crack to much off. You could try a die grinder with a wire wheel and razor blade to try and clean it off. If you tape it off and be real careful not to get it everywhere and ruin your powder a little bit of paint stripper will soften the powder and a wire brush will take it right off, but be carful if you go this route cause you can ruin the powder with paint stripper

Next time just thread the bolts flush with the end of the nut. In this case it would have been easier to use nothing in the hole and retap it afterwards. If the powder isn't too thick you should be able to tightly remove the nut.

Thanks for the replies. My guy suggested the razor blade method as a first step. He said he'd do whatever to make it right if things go bad. Thanks again.
