Resurrecting a 400F

Intro: Wife inherited a CB350F briefly years ago, was pretty much stock with Hooker headers, and had pods. Was a quick little ride. Blew my buddy's 1200cc Superglide shovel away from the stops, then he'd take me on the top end. Gave him grief on how that little 350 blew that 1200 away from the line!
Found a non running 75 Red CB400F a while back at an auction. The kicker would spin it over, and had some compression and didn't look too bad overall showing 14k miles on the clock.
Slowly gathering up some needed parts. Some of the things done so far; new plugs and caps, replaced two torn off / missing plug wires. New battery and genny air filter. Drained the oil, had an aftermarket spin on oil filter that no one had stock on, (Florida shop that lists them was out of production) so sourced an original oil filter housing with bolt and spring, new filter(s), new oil. Rinsed out the gas tank, drained the float bowls but they were dry. Electric starter cranked it most of the trys and got spark (but looked weak). Put gas in and cranked. Nothing. Just gas leaking out one or two overflow tubes. Throttle only would only rotate 1/8 turn. Pulled carb rack, and working on them. Found 2 and 3 float shut off valves were stuck, and float bowls crudded up, drain holes pretty much plugged. Couple slides stuck closed. Idle jets plugged, and emulsion tube side holes about half plugged up. Got two apart and partially cleaned, and the other two yet to go.
