This is my first time taking the tank off.  I want to clean up the inside and paint the outside. Is this normal?  I already plan on replacing the petcock because a little bit of gas leaks out when I switch to reserve.

Looks pretty good. Pull that filter out of the tank while you're at it (from underneath) and get a new one from Honda. It comes with a new gasket as well.

yes ....you need to pull that filter aut..it just pressed up. use a small schrevdriver..and tilt it aut...give it a try to klean..but better get a new fresh one...
(you can drill aut the rivets and tap/drill for 3 mm threds in the ..housing.(bolting it together ).and reuse it...just thange the inner rubber parts..)

strynboen is correct, you can repack the later fuel valves for just a couple bucks for the seal. Might be worth a try, I documented mine here (scroll down, long post, lots of picts):

I've had bad luck trying to rebuild petcocks, I just spring for new ones now.

But DONT buy the cheap chinese crappy ones on ebay!

 I bought a cheapo china piece of crap for a 77 once that the fuel line output was radically  different size in diameter than the carb fitting and its still sitting on my shelf, need to throw it in the trash or resell it on E-bay.    That's what happens when I buy those newer bikes
