350F shell bearing fitting

In the shop manual for the 350F-400F on page 33, it mentions the use of "liquid packing" being applied to the mating surface and letting it dry before fitting the shell bearing and then applying oil to the shell before fitting the crank.
Does anyone know what this "liquid packing " is or if it's required?
