Checking Tension on Primary Chain Tensioner

Just a quick sanity check. I have the pan off my '77 CB750F and decided to check out the primary chain tensioner. I was surprised to see that I could pull the tensioner down easily with one finger - I was expecting a bit of a fight. Does this sound normal?
