Have you seen it in person yet? you'll have to just go through all the standard checks. Get a fresh battery in it and see how the electrical system is when you switch it on. See if the starter motor wants to go. Pull the ignition cover and see if you can turn the crank. If you can and the starter motor is working AND you have the tool, do a compression test. If the carbs are stuck you'll wanna take them off and clean them obviously. If the bike gets power when you turn it on then pull the plugs and see if you get spark on all of them. Do the valve / cam chain adjustment, put carbs back on, gas in the tank, check the petcock for leaks, try to start it.  Beyond that it's all dependent on how each of those tests goes and what problems pop up in the process.

The bike was very well taken care of and garaged this whole time I am confident all it needs are the carbs cleaned but as I said ( they're stuck) I was looking for tips as to how to address that issue.

This should go in the "Other bikes" section, but that said - I think you'll have to explain "stuck".  Stuck as in, the butterfly won't move.  Stuck as in, I can't remove them from the frame.  Stuck as in....

If they're jammed up and won't move - then I don't think a single day will get you out of that jam.

The VB carbs are extremely sensitive to the passages and what not.  If the butterflies won't move, likely something's bent - which doesn't come from sitting around.  If the slides are stuck, then that's a simple job of removing the tops and pulling them out.  You still have to clean the heck out of them and for that you'll need about a whole day or more.

Lastly, air leaks are the death of these carbs.  The slides are huge - any leaks will wreck the performance

Dont forget the 4 air cutoff diaphragms...  those will make u pull yiur hair 8ut.  At $40 each, and the need to completely disassemble  the carbs to get at them, they easily make me pass on wo4king on these dohcs. ::)
