CB 550 is starving at full throttle

Hi guys I hope someone can help
I have a newly rebuild CB 550 k3
With all checks and specs done by the book
Here is my problem the bike struggles to do over 60 mph
Unless I pull the choke then  she goes like a rocket and if I close the choke
Loss of power and it feels like the bike is starving of fuel .
With start up I pull the choke for a little bit then close it again and she idles well the bike doesn't struggle to start at all
any help  or ideas
would be great

How ?? I'm a bit bc
