Are the carb rebuild kits OK off Ebay or shallI go somewhere else?
If so, Then do you have a good recommendation?

most seem to be same seller and same kit even thru different sellers,
The carbs on the bike I just bought do the following,
#1 no gas to engine
#2,3+4 atomize fuel well,
#3, Needle valve stuck open.

So I will pull, Soak and clean the set and want a basic rebuild kit,

The first link in your post is light on information.

The second link indicates "MADE IN JAPAN for Honda", implies that these are genuine Honda brand, but I think it really means "made in Japan to fit Honda models listed". "Made in Japan" are typically better components than their Asian counterparts. Aftermarket brass parts rarely work right and you are usually better off with the original brass parts after a proper cleaning. As for the rubber bits, they either need to be genuine Honda parts, or be made of Viton at the very least. I used a cheap set of non-Viton carb kits from e-blow that had the rubber bits swollen, leaking, and self destructing within one week of exposure to fuel laced with 10% ethanol. Aftermarket kits can work, just use the original brass and make certain the rubber bits are ethanol resistant Viton rubber. Check 4-into-1 for kits that use Viton rubber.

 I would buy this kit from 4into1.com, use the bowl gasket, top gasket, fuel valve/seat and the O-ring and toss the rest. Re-use the stock Keihin brass unless it's just irreparably damaged. If it is, checkwith JetsRUs for genuine Keihin replacements. I didn't look, but sometimes 4into1 has genuine Keihin parts, too.

Good observation about the float needle and seat. These are the only metal parts that would get used from most aftermarket kits. The idle and main jets usually can't come close to matching the fuel flow characteristics of the original brass.

You might be able to use stuff like the bowl drain screws and possibly the idle mixture screws, but I would only use them if the originals were damaged.

Just remember....Honda does not make carbs.  They used Keihin.  Its gotta say Keihin.

You did well then. I used C.I.'s kit for the CB750 and the rubber bits turned to goo and the carbs started leaking within a week.

Wow really! That is interesting... A friend of mine here also used his stuff in his 400F with no issues. Crazy, maybe the supplier changed over time?

Hard to say. I notified C.I. of the substandard parts but never received any kind of response. I am not completely averse to using aftermarket parts, but when it comes to rubber parts in the fuel system the ad must specify "Viton" rubber or I keep looking.

And are you telling me that the 400f pipes fit the 350F?

They certainly do, although you need to either fit CB400F pegs and brake lever and make a small adjustment to the shift linkage or go with some kind of rear sets.  I wrote up a long paragraph about the switch that you should be able to find if you search for it.
