It don't matter as he is going to be more comfortable and able to tour or ride with less issues, so good on him!

A set of old Shoei bags would be period correct as would a set of Busco.  Pelicans are nice but pricey, but their utility outweighs the price at a certain point.  Have a set of canvus liners for your bags made to allow you to haul groceries or other stuff and unload by grabbing the liner's handles and lifting it out.
Adventurer rider webgroup has lots of guys showing building their own panniers out of metal and wood or wood clad with metal skins, etc.  Custom solutions that way, but lots more work, perfect winter project.

I've been meaning to do a write up on them. Took me about two weeks to figure out the design, then about two hours to fab it up. Found the Pelican 1560 cases used for $25 each. I was looking for 1550 cases but I couldn't pass on the 1560's. I was afraid they would be too big, but they worked out just right. No frame mods required. About 4' of angle iron, 4' of 3/4" square tube steel, and about 16" of 3/8" all thread.

I think "Busco" is a misspell and is really 'Buco'

Grcamma is correct, some update recently on sohc4 s rendered me unable to modify any of my posts while using my old tablet. (Going to have to root it and load a much later android version on it to get improved functionality as well as access to google play store)

Buco is correct

Shoei are far better quality. Bates are probably better than Buco.  Want to be depressed, find some old 70s magazines and check out the ads for Shoei and you will be shocked from today's perspective how inexpensive they were. That is not factoring future value of maney versus current value or inflation & cost of living.
Think about what wages were and all the rest and when you look at Shoei bags on ebay going for quite a bit of money it makes sense.

Soft bags are a temporary solution that can be resold.

I picked up an old Shoei set on craigslist a few years ago; getting them mounted right has been a pain, though. Finally fabbed up some bulky male-to-female standoffs from stainless, which has done the trick. I never realized that I should have mounted them down to the rear pegs as well, so they're just hanging.

Still worked nicely; bike's a lot more stable with the jammer. This is a CB500. Kinda embarrassed I still couldn't fit everything in there, but would definitely recommend the Shoei's.

Did you finally get to install lower mounts on your Shoei bags? I suppose they would stretch forward to the footpeg mounts.
I was thinking of installing a pr. of Krauser bags and BMW lower bag racks mounted/welded to an upper luggage rack on my CB400F 75' model.. and that 1st yr. CB400F has footpegs on the rear swingarm.. The lower mounts will need to stretch quite a way forward to support the lower part of each hardbag on both sides(all the way from the front of the Krauser lower bag rack up to the swingarm pivot bolt,apparently..) but should be ok I hope..  ::)
