Congrats on the steps forward...at least it is an outboard carb, if dropping the bowl gives enough room to address the issue.
Pulling everything for the rack to come out is no fun, nor is pulling or installing a rack of carbs if the boots are old...a few degrees of difficulty higher.

Petcock leaks...ugh. So, the fuel bowl leaking or the rubber disc with valve? Do you think it is the round waffle or the oring seal.

 Thanks for the encouragement.
 It has new screw washers and a new 4 hole washer. I'm assuming it's the screw washers leaking past because lever position has no effect at all on the flow. Either of the o rings would cause an external leak I think. I'll pull the tank and go to the bench to address the petcock. Once that's working, then check the float and float valve. I cleaned the carbs and ran the engine last fall but you know how that goes, another bike had a float hang up in the past, it was very intermittent but swapping a float fixed it. I've got a bunch of carbs so there are different floats to try.

Maybe the extra #2 is a gift to you for the aggravation from having to delay your internal coating and hanging it with the other pipes.

Hope that is the case.
DSS probably had it sent from whomever made it for free, or they ate the cost.
4-into-1 carries a petcock rebuild kit that is inexpensive. I THINK it has the screw sealing washer/o-ring which are tiny.

Hope it is an easy fix on the drippy issues.

 I swapped parts around on the petcock and it finally sealed up. I'm thinking my 4 hole washers are too thin. Anyway #1 carb is leaking through but now the petcock at least seals it off. The clutch needed a bit of encouraging to loosen up, I put 4 oz of rislone in it, warmed up the oil good and finally hit the start button with it in gear, front brake on and the clutch in. She's lubed up now, no idea how long it was parked. I got it from an English bike shop owner who didn't want to dive into 4 carbs. Anyway, I rode it to the corner and back, the #1 dripping slightly.

 It occurred to me the 71 made me feel like a jockey with the euro bars and pegs closer than the Goldwing GL1000 I'm used to.

 This is modern paint so it won't turn green.
  I had it running but thought to check the petcock and the fuel bowl has sand and paint colors in it. The painter wet blasted it and apparently got some inside. Dang,,,,  how do you clean that out without messing up the paint?
  I just cleaned the carbs and don't want a mess there.

 I flushed with gas, in the cap, out the petcock with the bowl off. Gas flowed into a coffee filter in a funnel in the top of a gas can. More gas, roll it around, drain again, pan for gold. repeat. when the coffee filters are clean I am done, so far 5 of them had sand I didn't check the dirt with a magnet but the tank looks pretty clean.

Gah! What a pain in the butt, but at least your getting it cleaned out before it buggered up the carbs.

Is there a difference or are they the same?!

 And yes they are the same, proven fact. I believe the four pipes have a total trip around the world, 3 came from Indonesia where they are made, to japan, to England, to Pennsylvania USA and then to my house. The missing #1 came from Japan the opposite direction directly to my house.

 It got new fuel lines, the tank flushed and a mile riding it. I need to recheck the valves and timing. It runs good and sounds good with the baffles out. I'll put them back in soon. I'll add some gas treatment too, it's got no alky premium but a little synthetic 2 stroke oil might protect the tank and mufflers. The clutch loosened up a bit, I'll adjust that and the throttle is still snug, it just barely returns.
 I love the euro bars, my nos rear view mirror has a different bend than all my other ones so I took off the right one. Looked wonky with non matching angles.

  I'm considering my bobbed rear fender and a repro ducktail seat for it, opinions? The rear fender isn't correct for a 71 anyway right?  I may mock it up and post a pic. I have a messed up 77 fender and bracket I could bob and a 70 tail light. Too much?
 Edit, nixed the fender idea, maybe yes on the ducktail seat. I have the one for my 70 in the box it's the economy DSS repro. I'm considering a red foam and seat cover for my K0's early pan after I sell this 71.

  The carbs continue to be a pain so I looked again, the float valves had no gaskets, causing leaks and misadjusted float levels. The #2 brass float now sloshes so I'll recheck all of them. I sold my 79 wing and am tempted to spend some of the money on new plastic floats and float valves. Thank goodness for the box of old carbs.

 I got out the sandcast shop manual to read where to turn the engine to adjust the cam chain tension. I didn't find anything that said where the timing marks should be but I did find the missing for a month title to the 72 750, it was in the bag the manual was in. I was scaring myself with losing titles and writing incorrect dates on DMV forms. I'm a little sharper this week.
 This bike needs a carb synch, it's noisier than I'm used to but that could be the quietness of the mufflers. I rode it to breakfast this morning, the fuel seems to be under control now. I added the gaskets under the float valves and swapped two brass floats.

 My Harley collector buddy loved the looks of the Honda, he called me after we left the restaurant where we had breakfast and said it sounds just the way he remembers them when they first came out. When it gets warm enough I'll ride it down to the Mississippi river town where I got it and show it off a little. River Route Runner? Nah too long for the name but a nice route to ride.

 The push cable is the problem. I disconnected it so I could ride a little. I'll check DSS for a proper short set to fit the euro bars. The stock 71 bars weren't that tall so it's not a bad fit now.

 I have two in the other bikes section. 79 GL1000 el cheapo Goldwingo and  "another 78 Goldwing" I bumped the 79 to the top. I sold that one to fund the 78 re-do.

  I got a few test miles on the k1 today, filled up with no alky premium and left the petcock on for an hour. No drips, woohoo!
 It sounds good with the hm300 baffles back in. The gauges are loose, I think it's the clamp screw in the middle. I got the exhaust rubbers and they popped in with a little lube and effort. Now the side and center stand won't rattle on the #2 pipe. Since I didn't pull the motor I did a little pressure wash on the bottom of the center stand area and engine. I usually don't pressure wash a cb but I was careful to avoid the new chain, rims and holes in the frame.
 I'm riding on the just pull cable, I need the correct length for euro bars to order a new set. It seems like the levers are angled down to the front. I'll roll the handlebars back up a bit and look for the dot on them to line up properly.

 Question, Concerning resale value on this bike since I plan to sell it, is it a good investment to spend the $300 for a correct new rear fender? My thought is to put the new one on my K0 and move that one to the K1. I think I have a nice  K1 taillight. That would make the K1 more correct and wouldn't hurt my keeper K0 bike either.
