It's a pretty dumb idea, but why'd they have to slap him with all those non-specific and nebulous charges?  No one was hurt, he was prepared to land (via parachute), no reason to pile on the charges like he was committing crimes against humanity.

Geez the guy got up to 7000 feet above ground.. Before he let himself off.
 13 K worth of balloons and gas.....and now a 5K fine...

He had a banner hanging below him with his business name on it.
 He intended to bring it down by the chuckwagon races, and get himself a whole whack if advertising... Things didnt go sideways, think an updraft got him......lol..

I don't know the area but if there had been any air-traffic around he wasn't just posing a risk to himself but to others as well.
That is one of the main reasons new cheap radio-controlled and pre-programmed drones are being regulated the world over (the other being invasions of privacy from drone-held cameras).
