Cb400f2 1977 wont tick over after 20 years being in bits

O god where do I start? I am nearly losing the will to live! After spending a fortune on rebuilding the bike it runs over 2000revs and stalls under this. I rebuilt the carbs from a box of parts and I am  confident that all the parts are assembled correctly. The manuals that I have used don't clearly explain the correct height of the slides to allow the engine to tick over. Do the slide have to block the air completely or should they be up a little to allow the pilot jet to get just enough fuel to the pilot jet with air.the valve clearances and ignition timing are good. Please help me anyone..
