I've been looking for an alloy front rim for the 75' CB400F 1.60x18" that has the same style(non-shouldered)and spoke pattern as my oem steel chrome rim.

I will consider a 1.85x18" alloy for the front after having exhausted myself looking for a 1.60

I want one for less than $100 if possible.My main concern is the spoke pattern match the angle of the hub size on the 75' CB400F.
75' CB400F/'bunch o' parts' & 81' CB125S modded to a 'CB200S'
  I love the small ones too !

Do you mean Yamaha ?  please clarify
like a mikesXS front rim for a disc brake XS650? was curious if that would have the same size hub as the CB400F w/ similar spoke angles? only those are 19" and I want an 18" front rim..

I think pretty much any 18x36 rim made for a disc brake front hub will work fine. The angle change would be very slight between the hub flange diameters commonly used. You should only have problems trying to use a drum brake drilled rim on a disk hub (or the reverse).
I would tend to go a size wider though - finding tires (decent tires at least) that are sized for a 1.6" rim is not so easy.

I got cb400F rims from yamiya.
