Yes they restrict forward/back and side to side movement but not to the extent that you cant look around.  They are very light and very comfortable.

Dianese makes a system for racing leathers...........but it needs to 'fit' the rider, have GPS tracking, stay away from heat sources, and cannot be folded.

Maybe a few loose wraps of duct-tape around my neck would do it ;D

Some French company was at IMS selling what looked like a floatation vest, which inflated on CO2 cartridges when the rider separates from the bike (using a manual leash).

The inflation systems you mention have been referred to as Motorcyclist airbags.  Designed to minimize injuries to torso/vital organs and neck in the event of an unintended separation from the bike.  There are at least a couple companies whom have developed them.  Dianese being one of them.  Revzilla has talked about them in the past...at least two years ago.  They are quite costly.  But, if it saves your life, then how do you put a price on it...

Head and neck injuries are extremely common in many motorcycle accidents when a fatality or cripling injury occurs.  The neck restraint systems are designed to reduce those injuries of course.
