Internal oil leak?

Hi! Should it be motor oil in this chamber? I'm not sure!
I'm trying to figure out why my CB750F1 si not charging and I opened this to measure the stator, approximately 1 liter of oil came out...! :-\

If not! do I have to open the entire engine to replace a gasket or seal?

There will always be some oil in there. The starter gear bearing (behind the rotor) is pressure fed from the crank. The oil will return to the scavenge side of the oil pump & be returned to the oil tank. Having 1 litre of oil though sounds like your 'oil stopper' check valve in the oil pump is not working properly & oil may be making its way from the oil tank & into the sump.
