Removing Spot welds from a Gas Tank

I have a 1977 CB400F Super Sport gas tank that I want to remove the hinged mechanism for the gas cap lid.  There are two areas that I want removed... the hinged area as wells the metal locking piece.  These areas are fixed to the tank using spot welds.  Four altogether.

What is the best way to remove the spot welds without damaging the metal directly underneath?

A small amount of grinding and then body filler is expected.  Just do not want to drill into the tank itself.

Just grind the plate down till you get to the tank material, the plate should just fall off or just with a light tap with a hammer and it shouldn't damage the tank material.

'The Plan' is to eliminate the lid that covers the interior gas cap.... paint and then add a chrome gas cap to complete the look.

The scalloped area that currently surrounds the gas cap will give it a different look... different but pleasing.

If you have ever seen and touched the cover it is very flimsy and cheap.... and it protrudes above the tank... not flush like the CB550 super sport.
