I was going to say that's not too bad, price is high but it does look pretty good in my mind.

But then I took a second look at that shock mount - you're right that is an accident waiting to happen.  There's no way that will last, certainly not some hardware store bought 8mm bolt is going to hold it for long.

The rear end must be soft as a pillow too.

If he addressed the rear shock mount it wouldn't be so bad.

I don't think it is a hatchet job - the welds look decent, except for the price tags he forgot (doh!) there's nothing awful about it.
I genuinely think he doesn't understand the problem.

My buddy at the hot rod shop has a theory about suspension hardware.

Get the "moderately" strong bolts.  If there is ever a catastrophe, the bolt will be the shear point weak link.  Saving the big expensive parts.

Vs putting in some grade eight invincible nut and bolt that will outlive everything else on the bike.

I'm no expert or do I even play one on TV, but I don't think having a weak link in your suspension is a real good idea.

Possibly, but that assumes you know what you're doing and understand everything that factors into why you want that "weak link" to fail.  I question whether the person selling this bike does.  Is the bolt a primary load path or shared load path?  The bolt is one aspect of the problems that I see.  The VERY thin rods that connect to the swingarm are another.  Will they buckle under loading?  Maybe - maybe not.  But I bet if you cut one of them at the swingarm you could bend it upward by hand.  There's nothing on any of my bikes that I could bend by hand.

I experiment all the time - I'm an engineer and that's just who I am.  The difference is I would never sell any of my mods to other people I would restore it if possible otherwise I would scrap it.  Companies who sell aftermarket mods have engineers on staff who do know what they're doing.

Anyways I don't want to get preachy or judgmental.
