I bought a little bike under 300cc up in NY. state for a great deal,it has low miles but needs to be completely repainted as it sat for yrs. and got rusty.I repainted all the parts and now starting to put it back together.I got such a good deal on it I didn't mind driving from PA. to NY. to get it and the PO gave me a Bill of Sale also.He bought it from a man who let it sit for yrs. on a farm after he let his son drive it around there for a short time and then he gave up on it and just parked it in a barn yrs. ago;the bike was never registered anywhere.I plan on doing the VT. registration but don't know much about it.. Will any of you help me to figure out the best way to do this ? I guess I need a link to the VT. online reg. thing and someone w/ experience in this.

Hello,

   Note that you will ONLY get a plate and a registration from Vermont - no titles on vehicles as old as we typically have around here.   Anything older than fifteen years old in Vermont equals no title but a registration is often enough to break the DMV log jam in your state.  It has worked for me many times here in Louisiana to gain full titles. I will often ride a year on the green Vermont plate and then go through Louisiana and pay a small late fee - its up to you.

1 - Have a VIN verification form from your state police that indicates "NCIC negative". This shows that it is not stolen after being checked in the National Crime Information Center computer. They most likely check for this in Vermont as well but go ahead and make this statement on the VIN verification / inspection form - whatever it’s called in your state. The most important thing here seems to be that it is all on an official form from a police organization in your area. A special Vermont form for this inspection is not required.

2 - Maybe even more important, somewhere on the VIN verification form ask your same police officer from Step 1 above to make some kind of a statement that the bike is roadworthy, that it meets or exceeds the laws of your state to legally be on the road.

3 - Put a realistic value for your bike on Form 119 and pay a reasonable amount of tax. For me, the magic dollar value seems to be 500 bucks for my street-legal minibikes which is still only $30 in tax - not bad, for what I'm getting. Debating the clerk that you got the bike for free from your brother-in-law, rescue pulled it out from being buried in a landfill or your bill of sale only says $200 will not get us very far. Vermont valued my Aermacchi bike (see signature below) through NADA at about $1175 in fair condition at the zip code for Montpelier, Vermont - 05603. You will pay $44.00 for the basic registration and plate plus 6% sales tax . . . whatever that dollar amount is. A certified appraiser could rate your bike value at less than $500 but really . . . just pay the tax. Let’s not kill the goose that lays the green plates here.

Louisiana gives me a tax credit on the six percent I paid to Vermont so that I'm not paying another large amount of sales tax here.  You should ask about this in your home state.

4 - They have not asked me for this and the VT Form 119 instructions say nothing about it but I included a copy of my insurance card for this bike - it shows that you are serious about registering your bike.

5 – Vermont does not give one hoot or care about where you live, whether you own property in the state, have ever flown over the state or even if you like Vermont maple syrup or not. This is all about revenue generation for them. Publicly, they state that many people have second homes in Vermont that they keep year-round vehicles at. So they make it easy to register them in Vermont.

6 – Print the companion instructions for Form 119 available at the link immediately below and TAKE THEM WITH YOU to your DMV office. These instructions clearly explain why you will not have a title. Our Honda bikes are older than fifteen years old which means no title from Vermont and having the instructions with you will assist in your discussions with the clerk in your state. During this discussion, offer as little additional information as possible and try your best to remain mute on your knowledge about any previous but now lost title. Let the Vermont facts about no titles for vehicles this old rest on its own merits, if possible.

7 – Your bill of sale does not need to be notarized. I say again, no notarization is required.

8 – You have zero dollars to lose or risk here. They will not cash your personal check unless
they intend to plate and register your bike.

Steps 1, 2 & 3 have slowed me down before so if you can at least answer those points, you should be fine. There’s nothing quite like a piece of tin with some numbers on it to make you feel good.

Rick,I appreciate that great amount of useful information  ;).
I do have a question about the Bill of Sale,in section 5B it says that the signature of the seller is only required if it's a dealer transfer or if I don't have a Bill of Sale.Do I need to ask the seller to send me another Bill of Sale w/ his signature as he hasn't signed the one he gave me ?

You can try it without a signature but all of mine had signatures on the bill of sale.  You should give them as few excuses to reject your paperwork as possible.

  But it's only postage and time to lose.  So try it and see what happens.

Be sure to read over all the information from the website. When I got mine there was a phone number to call and the VT DMV told me what the value was and I had to use that number for the tax.

I've done this and it was smooth sailing. They did send back paperwork asking for more tax $$ since I entered something arbitrary, but the process is surprisingly fast and painless. Friend in NJ then titled it no problem either, and that says a lot.

What 'b52bombardier1' said about the book value is a good thing to know,does anyone know what the book value of a used 1980' CB125S is ? I imagine $500 is a good price to state but want to be sure so I don't have to wait as this is the month to sell it.

Again, you won't get a title but only a registration card and plate. I took that to my local DMV and they asked why no title. Just told them VT does not issue titles on bikes over 20 years old which is on the website. They asked no more questions and I left with my title in hand. Don't ask to many questions at the DMV and don't offer more info than you need too. Keep it short...

As I advised above, look up the value of your bike at the NADA web site using the zip code for Montpelier, Vermont.  Use the value for a Fair market condition.

This will very precisely give you the value they will use to register and plate your bike.

Edit: it's no titles in Vermont for anything older than fifteen years, not twenty.

Depends on condition. Perfect running condition and excellent overall condition, KBB says $1375 asking price from a dealer. Work your way down from there.
