looking for a definitive answer to this question.  should i ignore setting timing for the f mark and focus solely on setting advance timing?

I wouldnt ignore it.  Get it to fire when it should at idle. (1100-1300rpm)
If you are out of adjustment room on the 1/4 and 2/3 plates, something else needs attention.

In principle: yes. But when, once set, as a result the timing @ idle turns out to be way off, it would indicate there's something else that needs to be adressed. Provided the advancer works as it should, that would be a breakerpointsgap not within spec. But when imitation breakers are used that don't match OEM, anything is possible. Maybe for you now it's easier to do a static timing first and then check what it looks like when advanced.

i haven't done anything since my first attempt at timing.  it seems to be idling well at 1200.  manual says it should idle at 900.  anyhow i set it at 1200.  took it for a ride tonight and it ran strong.  still have the popping and backfire from #3.  gonna check the plug caps to see if they are weak.  the idle changing on me after running thru the gears then pulling up to a stop sign seems to have lessened. if i pull up and it's idling high that seems to go away with a rev of the throttle.  does this point to anything obvious?

Might need a sync. Revs not returning can sometimes be fixed by that.

Do u have the push pull style throttle cable or just the single cable? If its the push/pull type it might be slightly out of adjustment causing it to catch close to closed.

I adjusted the ignition today. It worked fine But engine has been apart and I installed plate according to marker pen marks.
Timing light showed 1-4 Ok F at idle, but 2-3 were too early.
I faced same "problem" as many others, I could not adjsyt 2-3 point enough to the right (later)
I found that the radial  gap for 2-3 point could make a little by forcing the 2-3 point outwards.

The final solution was point gap. Started with 1-4 that was too small gap. 27-28 degrees (8cyl setting) adjusted to 23.2.
This allowed 2-3 to set F correctly at idle. Adjusted the dwell for 2-3 to 23.3 degrees.
Final check with timing light and all good.

Dwell different since I have mounted the condensers? Last setting was without. (Hondaman ign module can run without)

As usual, the points need some fiddling around to find the setting. Mostly solve the ign plate with not enough groove.
