Won't Start/Solenoid Clicks/Please Help

So my bike was running just fine then I went to start it and nothing but the solenoid going "Click". I replaced the solenoid and it still does the same thing. I'm getting 12v to the solenoid, when I push the start button I get 12v to the starter. I replaced the starter but it still won't turn. The engine ground to frame is good. The bike will kick so it's not vapor locked or seized up. The starter button and control are new and working fine. What I do notice that's different is when I turn the key to on the instrument lights go a little crazy. They will be dim then all of a sudden get bright. When I try to start it it kills the power to the lights. I have to turn the switch off and back on again. I just ordered a new ignition switch because it's a cheap thing to try. Any suggestions would be greatly appreciated. I do have a video I could post on YouTube and link here if need be.

What year, model size etc. Some of the 'newer' CB's automatically cut the power to the headlight when starting so could be functioning correctly there.

It sounds like a low battery or a high resistance connection in the circuit to the starter.
Try removing and cleaning all of the connections from the battery to the ground and starter. Then put the battery on a charger and give it another try.

Try using jumper cables from your non running car. If she goes, you know you have a crappy battery.

Also, if the brushes in the starter are worn down to nothing or super dirty, it will act like that. Pretty easy to clean or replace the brushes. I'd also check the conncections to and from the starter.
