CB550 electrical issue

So the engine is back in the frame and wired. I want to check the electrics before I try running it with petrol in. The neutral switch needed a bit of adjustment but the lights now come on.

The issue is that the indicators do not flash, and the starter motor does not turn when I hit the switch, though I can hear the solenoid click. Does this sound like a dubious earth? How can I check? I would rather have the electrical circuits working before I try starting the engine with fuel in it.

lack of flashing signals and solenoid click but no starter spin are the basic signs of an undercharged battery. Do you have a multimeter? What is the voltage at the battery terminals? it should be in the 12.4-12.7 range.

Brand new battery and fully charged.

Not only should you measure the battery with a voltmeter, you should note the voltage when you hear the solenoid click.

Did you remember to put the battery Neg cable between the motor case and the free-of-paint frame?

I knew it was fully charged because I had measured the voltage: 12.57V. Drops to 12.2V with the starter switch on.

The starter is not turning when I short the solenoid, so that is a clue.

I don't think that is enough voltage drop for a starter carrying current.  They can draw up 100-150 amps when energized and much more when stalled (rotation prevented).  Even a good battery will drop more voltage than what you reported, with a stalled starter motor.

Check connections, apply battery power to starter cable.  Make sure the engine case has a good solid connection to the Battery Neg terminal.
