CB550 Coil Help needed

Hi, so this is my first post but after reading all I could and scratch the brains of techs from a local Honda dealer, 4into1 and DCC I figured I'd come to the experts here and hopefully get some resolution to my issue.

The bike, 76 CB550F, barn bike didn't run for 4 years and who knows how much longer as that was all the P.O. could tell me. Got the bike running last fall but really needed an Overhaul, electric was in pieces as sort of worked, carbs gummed, wheels rusted, rotted tires ,no seat, cobwebs all over etc you get the idea. Over the cold Canadian winter here I tore it right down and built it back up, new or refurbed what I could get my hands on or get off. A month ago i had the bike together to take for a safety. Passed no issue started on the 5th kick after the motor was taken right down for new seals, rings, valves honed etc. All steps taken to ensure valve clearances set, carbs rebuilt actually rebuilt, timing set you get the idea. 2 weeks ago I started the bike up and noticed it was having trouble running below 1500rpm, thought the issue was a stator and coil way out of limits. Stator and coil replaced with good used unit. All the wiring has been gone through like 10 times to ensure no power leaks, good grounds and power to where power should be going and recieved. Yesterday after a no start issue I double checked timing, points and condensors and noticed that only the coil for 2-3 was producing spark. Checked the resistance on both coils and the primary and secondary coils checked in at 4.6-4.8 and 14.6 on both. Checked for 12v at the supply and it was good. Checked power coming out of the primaries and it was close to 12v also. I did notice the spark on 2-3 seemed pretty weak but still there. Today after some more diagnosing I found spark on 2-3 to now be gone.

So my question if it makes sense because none of the other techs listed above could make sense of it is...Can I have power coming out of the coils to the points but still not produce any spark?

Sorry for the long post, like I said my first one and I really appreciate how much of an asset this forums have been thus far you guys are the real experts here! I'm just trying to gleam as much knowledge as I can before asking but I'm stumped now.

Do a simple test .
Measure voltage across the points both open a closed. Static test.
Reason:  the point contacts sometimes have a film coating that prevents current flow.
The coils need both voltage and current to operate.
So,when point are open there should be 12 v.  When they are closed they should have zero, when the coils are actually storing energy.
Avoid cleaning points with sandpaper.  Unless you like to see them burn faster.

The condensers can also prevent the coils from sparking.
