Well it takes 3 things for a gas motor to run.
1. The correct air/fuel ratio
2. Compression
3. Correct timing
I would check compression and timing to make sure those are good. If those are good its got to be fuel.

Coils wired correctly. Timing? If you have spark, fuel and compression it much else but spark not at the right time

I had this problem with one of my bikes. Compression was good so I checked the timing. That was the culprit.
As others have said: Spark, Compression, Fuel.

What makes you think it's the starter clutch?

If it's starter clutch it should still kickstart I think?

when i press the start button and rev it for 9 or 10 times, then release the start button, the motor stops cranking and the starter keeps spinning. has a very fast, like a dry, winding down sound for a second or two, then stops.

Sounds like maybe the timing or low compression.

You may need to pull the starter and clean it.
