1990 CB125T Tech training bikes

These were made by Honda one year 1990 and given to various tech schools in the US to do rider training. I have two of these complete with the training lights working. I find that both bikes seem to have a rev limiter or there is something else common to both that keeps the revs low. I am guessing rev limiter because they were only to be used as rider training and not on  the streets. Can anyone confirm if the ignition module is programed to limit revs and speed? The European version used two ignition modules so I don't see how I can convert. ANY help would be appreciated!!
