You may have a bent stem or triple tree.
Install tubes in normal position in lower tree..tighten up. Now check with glass or eyeball.. If that is out the rest cannot follow...
Not real hard to straighten tree. Did you check new tubes for straightness ?

Tubes are self checking if leg assemblies are out of the tree. Put tube against tube, turn 90 degrees and check, repeat, ..but new ones should be good.

If your lower tree is bent. Grab stem in vise with wooden pads.  Then slip your old tubes in, clamp, and start bending.. Use a snipe if need be. Then use new tubes to check..
 It will be quite bendy.....
Its strength is in the whole assembly bolted together with both trees in place.

Its a pipe that fits over a lever or ratchet or flex handle......to increase leverage. For stubborn stuff.
If you straighten a tree, it should be fairly easy but you have to think it thru and be methodical.

First order, see if tree is bent.. Often they are cheap..
Forgot to ask ..any damage on the fork stops ? Means it hit something.

thanks for the explanation of a snipe

and no, no obvious damage to any parts.
I rolled the old tubes on a flat table ( a marking out table ) and they have a slight bend but not too bad I thought.
