Step one is to get the caliper piston retracted a little bit Turn the adjuster screw to allow that when you push with the palm of your hand on the caliper body. Should see the gap between piston pad and disc.
Next adjust the screw so that you have 6 thou clearance between disk and stationary pad, and then use jam nut to lock the setting.
The front wheel should now spin freely.
Press the brake lever to push the piston pad back into contact, and release.
The wheel should again turn freely. If not, you have piston retraction issues usually associated with the piston seal (it also provides piston retraction force).
Pitted piston, improper seal lube, or caliper grove is not cleaned properly. That square section seal is forced into an angled shape. Its attempt to return to square is what retracts the piston and then allows the stationary pad spring to pull its pad back, too.
