Rust convertors/treatments for backside of fenders/spokes

I was fortunate enough to score what looks like a particularly good fender to replace my rusty one. It's used, so I'm sure it's got some small pitting on the front side, but looks way better than my poor neglected fender. Of course it's got the usual rust on the underside so before I install it I'm looking for feedback on rust treatments for the underside?

Has anyone used rust converters on areas like this? Something else?

While I'm at it I'm thinking I could treat my spokes. I know rust converters will change the brown rust to balck, but I'm thinking that is a better look.

I usually use a chrome polish then wax the topside and scrub the underside clean and coat with Boeshield T-9.
As long as you keep the underside relatively clean it shouldn't rust much more than it already has.

I have used POR-15 in silver for similar applications - car gas tanks, backside of bumpers, so forth. It is used after a phosphoric acid treatment and holds up well. It is not UV resistant, but the underside of your fender does not get much sun.

Scotch brite, ospho, chrome paint? Good enough for what you can't see.

in North Europa ve use tectyl..and it help heat the stuff by a elektric heat blower..so it melts and fill all small holes ,and get behind any duppel plates
