How to remove stuck gas cap

I have a 1980 Honda CB650 custom that I am restoring and it has a gas cap that I can stick the key in but it won't turn. What tips can you suggest to help me remove this cap without breaking the key or damaging the cap. Thanks for your help

Rusted? Is this the kind of key hole that doesn't actually require a key? Earlier bikes have a keyed tank but a screwdriver or a knife can open them. There's no pins or tumbler in there. Maybe you can use a flat head and get more force to be applied.

I'd also soak the hell out of it with your favorite penetrant.
