Pull your petcock and have a look-see you may have some debris trapped inside of your petcock as well and little bits are working their way down.

Good idea. I did install a new petcock with a new screen. Could have bits of debris covering the screen. Pain part I just filled it full of gas. So will have to drain the tank first.

Don't pull the petcock so quick, pull the lines and check the flow. You can do that with a full tank pretty easy.

As for the brake, loosen the bleeder and you should be able to release the brake. The system already needs attention so air in there won't be a big deal as long as you aren't riding it, then at least you can roll it around.

I just started a CB650 rebuild last week, and let me tell you, seeing what you've been able to accomplish despite the issues has given me quite a lot of encouragement! Great job so far, and good luck ironing out those last few wrinkles!

How many fuel lines from the petcock ?
If it's two, one goes to 1 and 2 , the other to 2 and 3.
So if you have a  pair not running its not getting fuel..

Ok so is there a tee and it splits to tees in the carbs?
A 1and 2 not running can't be ignition, it's carbs or fuel supply.

:)Well the Spare Chain Project has officially come to an end. Yes it is a sad day here. After being homeless for over 9 months and finally moved into another home. It was decided to let the bike go. In a way it feels like I have given up on this project. But I succeed in doing what I set out to do and that was to get it running and riding again. I did all this with just spare money I had and didn't cost me out of pocket too much cash. It was fun and really learned a lot from this forum. Thanks to all that contribute to this project.

I ended up fixing the cylinder issue. Was the fuel line problem. But the front brake caliper was still lock up. I ended up trading the bike. Gave the new owner the box of all the original parts that I keep. The new owner had the same concept of getting a bike with little to no money. So in a way the Spare Change concept will live on. I am hoping that some day, when the time is right to find another project bike. But this time look for a CB750. It was hard trying to find parts for the CB650. Cheers to all...
