is the dust boot on the accelerator pump rod necessary?

My diaphragm and rod, spring and cap are all good, I just don't have this little dust boot I keep seeing but I actually haven't seen how/where it's installed. I'm guessing it fits on the base of the rod but also in between the float cover and the base in order to keep it in place? Can anyone confirm this? And has anyone not had this part and run into problems? I'm guessing debris could get into the fuel from there? And thoughts?

Each part Honda included for production adds to the cost of the unit.  Adding unnecessary parts would either decrease profits, or make the bike more expensive to the buyer, hindering sales.

Dust boots are typically added for machine long term functionality/reliability.  If you you don't care about how long the machine functions, don't use the boot and let whoever takes possession of the bike deal with the fouling/wear consequences.
