to force a bigger screw will require the face plate to be drilled to clear that bigger screw.

Dos it needs to be done right and tapped with a correct size tap.

A tool supply place should have the correct sized metric tap and Harbour Freight should have a really inexpensive metric small metric tap and die set for $20-25. It is something good to have in your tool crib as it will come in handy for other metric nut/bolt repairs.
I think those existing holes in the petcock were M4 X .75 TP screws, so an M5 X .8 TP  will retap the stripped threads and I just checked against a CB400F petcock and there is enough meat left to tap that size hole in the petcock body.
The metal plate as Dave500 mentioned will need to be drilled a little larger to accept the 5mm screw, yet only tap the petcock body by hand and you should be able to tap with no drilling as the metal is very soft in that body.
Another point if you do retap is don't over tighten the new screws on the metal plate, since you don't' need anything beyond just snug, as the spring washer you reversed inside is what applies the pressure on the seal in the petcock.

the metal is a zinc alloy,pretty crumbly take care,just get a new fuel tap,with all due respect I think the work involved to repair it may be out of your experience/skill scope and if its no good you just spent money on stuff youll hardly use?,new ones are obtainable even repros,if it was some rare oddball thing from the 1940s and not obtainable new that's where youd go the extra mile and repair the old one.

Thank you all for the advice I appreciate it, I’m going to post around and see if I can buy a used one that works. If I can’t ill retap. I’m sure most auto shops would have one?

Any shop will lkely charge you half of a new one to tap it.
 Measure your 2 bolt or 2 screw pattern  that holds it to the tank, then compare it to a 750 or 500 one. Or a 350 twin or 450.. Then if it's same get one of them,  plug off one outlet.. that will take 1 1/4 inch of hose and a small bolt and maybe a clamp or McGyverWire.

According to my Honda parts cross reference fiche the only model the #16957-333-025 petcock was used on was the 1972-1974 CB350F.

So try finding a used petcock body and transfer your new parts into it, or retap.

So 4 into 1 a parts supplier out of San Fran has a CB550 aftermarket petcock that has dual fuel outlets that they say can be used on a CB350F, so the mounting pattern to the tank must be the same. They suggest using a dual line with a combiner into one line and do indicate it will work, yet the fuel line routing is more difficult than stock. The other option is the block off the second outlet if routing it is easier. The good news is the cost is $22 US for a new unit.
