cb750 engine concerns (novice mechanic)

Hello everyone.  This is my first post.  I've referred to this forum many times in the past and appreciate the  wealth of knowledge that is kindly shared here. 

I have done a lot of wrenching on Jeeps, and some on motorcycles but never ventured inside motors. I have recently acquired parts for a cb750 build.  I got all these parts in a Lot with NO history.  The motor, judging from the external, looks to have been lovingly rebuilt (see pics).


I feared it was seized because the kick starter is frozen.  I put some Marvel Mystery oil in the cylinders to try to break free and when I put a socket on the crank it was easy to turn.

Problem #1:   The kick starter is still frozen.  With the lever on, it will move an inch or two, but will not turn the motor.  (I have not tried the starter motor yet)

Next I used an inspection camera to get a look inside the cylinders.  I found 3 of the cylinders looked pretty good to my inexperienced eye.  One however... looks not so good.  (see pics).

Problem #2:  Suspect cylinder. 

Moving forward. 

How do I troubleshoot the kick starter? 

Is there any hope for the ugly cylinder or is this a for sure top end rebuild?

I have ordered a compression test guage and should have it early next week.

Pull off the transission cover and look for evidence of water. Did you drain oil from the sump.?
